Administration

    The Administrative Department provides overall management of the organization and internal support functions. These functions include the Township Manager, public meetings, and public records. The Township Manager carries out policies and programs approved by the Board of Supervisors. The Township Manager also provides administrative leadership and is charged with the day-to-day administration of the Township government. He leads a staff of 12 Township employees in implementing an annual operational budget of $1.4 million.

The Township Manager’s Office Duties:

¨     Providing direct support for the office services, agenda preparation and meeting management

¨     Informing, engaging and interacting with the people the Township serves, making the Township government more useful to its citizens

¨     Improving the efficiency and effectiveness of Township services

Township Manager  Paul A. Williams

    Paul Williams has served as Marlborough Township Manager since January 2006.  He has 29 years of municipal experience, previously working for municipalities in Bucks County, PA, the county planning commission, and for a traffic-engineering firm.  Paul Williams holds an Associate in Applied Science from Montgomery County Community College, a Bachelor of Arts from Indiana University of Pennsylvania, a Master of Science from West Chester State College, and a Master of Science in Transportation Engineering from Villanova University.


Building & Zoning

     The Code Enforcement Officer ensures that the health, safety and the quality of life within the township are maintained and improved through required compliance with Building, Plumbing, Electrical, Fire, Zoning, Subdivision/Land Development and other Township Ordinances.

Building Code Official   Byron Law

    Bryon Law is a third-party building inspector for Marlborough Township. He makes determinations, renders written opinions and enforces the Township's Zoning Ordinances and works within the guidelines of the adopted Subdivision and Land Development Regulations.

    Bryon graduated from Clark University in 1962 with a degree in Economics and a minor in Management. He owned his own building contractor business from 1966 to 1989 and started building inspections in 1992 for Towamencin Township. He has also worked for Franconia and West Vincent Townships. In 2005, Byron began working for Czop/Spector Engineers in Limerick Township. In January 2006 he was reassigned and appointed wihtin Marlborough Township.

    Bryon can be reached at the Township Building on Tuesdays and Thursdays. He reminds the public that permits are required by code, to be completed within 15 business days for residential projects, and within 30 business days for any other type of project. Additionally, the Township has begun to enforce the International Council Code which has been adopted by the state as the Uniform Construction Code. This code came into effect on January 1, 2010.


Finance

    The finance department ensures sound financial management of the Township through annual budgeting and financial reporting. This department also handles all accounts payable and receivable. The department also provides the payroll functions and maintains construction escrow accounts.

  Assistant Secretary/Treasurer  Vicki L. Brant

    Vicki Brant has been the Assistant Secretary and Treasurer at the Township for more than seven years. She loves spending time with her grandchildren and her family. She also loves traveling, expecially anywhere there is a beach.
